OBJECT OF THE COMPETITION
The
municipality of Milan (hereinafter referred to as the "Organizing Body") announces an international design competition, with open procedure, for
the planning of the Scialoia School located in
Milan, whose object is the acquisition, after completion of the second degree, of a project with a level of detail equal to that of a technical and economic feasibility project. The area covered by the Competition is defined by the elaborate table 3.2 "Table with perimeter of the competition area", and is divided into two sub-areas of intervention:
- Perimeter 1: (red perimeter) of which the “
technical economic feasibility project”, divided into Area
1A and Area 1B: Area 1A is the one intended to house the new school complex, its direct appurtenances, and possibly some immediately adjacent public spaces. Within this area, the grounds of the new school buildings and the external areas connected to them must be included. The project will also have to define the open areas functionally connected to the new buildings and the larger ones strategically connected to both the new school complex and the surrounding green areas, bearing in mind the limit of the perimeter.
- Area 1A has an area of about 30,000 square meters and borders to the north with a private area, to the east with the green areas of respect of viale Enrico Fermi, to the south with the public park of via Trevi and to the west with some lots mainly built for destination residential, a public green area where the Social Residential Building is planned and the via Scialoia and Trevi;
- Area 1B includes the public gardens of via Pellegrino Rossi and the area currently belonging to the kindergarten, which will have to be demolished: a technical-economic feasibility project will have to be produced for the arrangement of public green spaces, to be annexed to the existing gardens , whose redevelopment will have to be planned. Area 1B has an area of approximately 6,500 square meters and borders to the east with via Pellegrino Rossi, to the north and south with two lots built for residential use and to the west with a residential car park

Guidelines” Within this context, the design of the roads and public spaces to support the new School Complex will have to be developed, at the level of "guidelines", in order to define, together with the design system of the areas inside Perimeter 1 , an overall framework of synergic and integrated intervention with the neighborhood. The area corresponding to
Perimeter 2 has a total area of about 23,000 square meters, and includes, in addition to the roads that are configured as access axes to the school complex, the green areas immediately adjacent to the school complex: the public park between Viale Enrico Fermi, the railway and via Valeggio and the green area along via Trevi, intended for public parks. The indications for the design, with a detailed description of the contents and objectives to be pursued, can be found in the Preliminary Design Document (hereinafter, for brevity, D.P.P.), attached and integral part of this Announcement. The maximum cost of the intervention to be carried out (economic framework, including the amount of the work, design costs, construction management, testing, safety costs and amounts available to the Contracting Authority), referred to in Area 1A and Area 1B is set in the amount of €
49,000,000.00 including VAT. The share relating to the works is defined as €
36,600,000.00 (excluding VAT), including external safety charges of € 500,000.00 (excluding VAT), as per the detailed contents reported in the DDP, in which it is reported the classification of the different categories of work envisaged, identified according to the "ID-Works" codes referred to in the Ministerial Decree June 17, 2016 on the subject of professional fees for Architecture and Engineering Services.
COMPETITION CALENDAR
The main deadlines for the competition procedure are as follows:
- 22.07.2019 hour 13:00:00 Deadline for receiving requests for clarification for the first degree;
- 08.08.2019 hour 17:00:00 Deadline for the publication of replies to requests for clarification received by 22.07.2019 for the first degree;
- 04.09.2019 hour 13:00:00 Deadline for receipt of project proposals relating to the first degree;
- 20.09.2019 ore 13:00:00 Termine ultimo per la comunicazione delle proposte progettuali ammesse al secondo grado del concorso;
- 14.10.2019 hour 13:00:00 Deadline for receiving requests for clarification for the second degree;
- 24.10.2019 hour 17:00:00 Deadline for the publication of the answers to the questions formulated for the second degree;
- 14.11.2019 hour 13:00:00 Deadline for receipt of project proposals relating to the second degree;
AMOUNT TO THE WINNER
The winner of the competition will receive an amount of € 57,377.00 (fifty-seven thousand three hundred and seventy-seven / 00 plus VAT of € 12,623.00 if due and social security charges of € 2,206.80 if due) for a total of € 70,000.00. With this payment, as established by art. 152 paragraph 5 of Legislative Decree 50/2016 and subsequent amendments, the ownership of the winning project proposal is acquired by the Organizing Body. The competitor who ranks second is paid, by way of recognition of participation, an amount of € 13,114.75 plus VAT equal to € 2,885.25 if due and social security charges of € 504.41 if due, for a total of € 16,000.00. The third-ranked competitor is paid, by way of recognition of participation, an amount of € 9,836.06 plus VAT equal to € 2,163.94 if due and social security charges equal to € 378.31 if due, for a total of € 12,000.00. Each of the subsequent 7 (seven) competitors is paid an amount of € 4,918.03 plus VAT equal to € 1,081.97 if due and social security charges equal to € 189.15 if due, for a total of to € 6,000.00.
